Internet Explorer is a web browser that is built in to Windows. It is most often used in large businesses where they don't have to download a third party (often better) software to browse the web. Many website developers test in IE first and then move on to the two third party big ones, Google Chrome and Mozilla Firefox. IE has a history of issues displaying websites and in many business environments, it is often found that downgrading IE to an older version will result in the lowest amount of problem calls. At this time, IE10 seems to do the job just fine for most websites.
