"Pre-Boot" refers to any time before getting to the Windows Desktop after logging in. Many IT Admins refer to pre-boot as before the OS loads, which is fine too, but for many issues - you may login to the user account but not access the desktop. In these cases, you will run OS-specific tools in order to get to the desktop. The way to access a pre-boot environment depends by vendor, but with MS (Microsoft) being one of the largest, try tapping F8 once the computer boots up past the BIOS screen and then select "Safe Mode with Command Prompt". In this mode you can run commands in order to fix issues that you may not be able to address anywhere else.
